PROJECT DESCRIPTION

The Government of Bangladesh (GOB), through Roads and Highways Department (RHD), received an ODA Loan from Japan International Cooperation Agency (JICA) to Finance the Detailed Engineering Design, Construction Supervision of Eastern Bangladesh Bridge Improvement Project and Capacity Building of RHD.

The scope of the project consists of the Detailed Engineering Design and Construction Supervision of total 68 nos. of bridges to be constructed/ reconstructed in the eastern part of the country i.e. Zones of Dhaka, Sylhet, Comilla and Chittagong; of lengths ranging from 38m to 170m and structure types of PC Girder, RCC Girder and Composite. KEY SERVICES

  • Detailed Engineering design – carrying out reconnaissance survey, topographic surveys and hydrographic surveys, sub-soil investigation; preparation of detailed design, BOQ, technical specifications (Dhaka zone 18 nos., Sylhet zone 18 nos., Comilla zone 10 nos. and Chittagong Zone 22 nos. and bidding documents for total 68 bridges),
  • Pre-construction stage – assist RHD with Land Acquisition and Resettlement Works, Contract Administration and selection of contractors,
  • Solving any contractual matters related to the construction works and proper execution,
  • Furnishing all necessary ground and topographic data to the contractor for establishment of road alignment and grades,
  • Review and recommendation for approval of contractor’s work schedule, assess the adequacy of materials, labor and equipment, housing, shops and warehouses according to the condition of contract

PROJECT DESCRIPTION

The main bridge is a two level steel truss superstructure with road traffic on the upper level and rail on the lower level acting compositely with a pre-stressed reinforced concrete deck slab. The main tasks and activities of the Construction Supervision Consultants (CSC), covering the pre-construction, construction and post construction stages of the Main Bridge and River Training Works would include, but not limited to, the following: Design Review and others Requirements; Preparation of Project Implementation Plan; Project Management; Construction Supervision; and Project Completion/Closure Activities Specifications: Total Length = Approximately 6.15km (41 Spans of 150 m each), founded on 42 nos. of piers comprising 3m driven steel tubular or cased bored piles (of depth 100m – 115m), The superstructure has two level fabricated steel truss composite with a pre-stressed concrete upper deck slab. 4 lanes are on the upper level and single track rail line on the level below. The bridge also comprises of a major river training works both North (1.6 km) and South (12 km) bank. The upper deck steel truss (6.15km) is of Warren Type with a typical panel point spacing of 18.75m longitudinally. It is 13.5m wide and 12.7m deep which, combined with a 22m wide composite deck slab, makes a total depth of 13.6m. The members of the steel truss are typically welded rectangular hollow sections formed by steel plates, with thickness varying from 29mm to 70mm. The warren steel truss is considered to be corrosion resistant and considered as compatible as weathering steel. The road and rail viaducts at each end of the main bridge are spanned 38m each comprising precast pre-stressed concrete beams composite with cast in situ reinforced concrete piers supported by reinforced concrete bored piles.

PROJECT DESCRIPTION

The Government of the People’s Republic of Bangladesh (GOB) has entered into a memorandum of understanding (MOU) with the People’s Republic of China (PRC) to obtain financing towards construction of a tunnel under the river Karnaphuli in Chittagong. to be implemented by Bangladesh Bridge Authority (BBA). BBA has signed a contract (the Construction Contract) with the China Communications Construction Company Limited (the Contractor) for the design, manufacture, construction and commissioning of the tunnel with the approach roads, toll plaza, building services and electronic control systems and the GOB is now negotiating the Loan Facility Agreement. BBA thus engages a consulting firm(s) (the Consultant) to act as the Employer’s Representative (ER) under the Construction Contract to support its activities in all stages of the construction contract. This scope of services pertains to the works of the ER which includes detailed design, procurement, construction supervision, commissioning, testing and operation of the Construction Contract.

KEY SERVICES

The primary roles and functions of the ER/Consultant include but not limited to the following:

  1. Review of Contract Documents in compliance with the requirements of the Construction Contract,
  2. Detailed design and cost estimation of the tunnel and allied works,
  3. Review, inspection and monitoring of the construction works (temporary and permanent works),
  4. Assessment of geological, topographical, hydrological and environmental conditions at site,
  5. Review of the Contractor’s Quality Control System established under the Construction Contract and Employer’s Requirement especially on Environmental Protection,
  6. Review of the Contractor’s Environmental Management System,
  7. Review of the Contractor’s Site Safety Plan,
  8. Review of the inspection and test plans and results of the testing (plan materials and workmanship),
  9. Conducting the procedures required on behalf of the Client on Employer’s Taking Over and preparation of the Taking-over Certificate,
  10. Conducting procedures on behalf of the Client during the Defects Liability period and preparation of the Performance Certificate,
  11. Arrangement of Training as a specific component of the project:
    1. Overseas Training: 2 weeks’ training on contract administration, project management, PPP contracts, latest innovations in construction and maintenance of roads, bridges, river training works, asset management systems and sustainable maintenance in renowned instritutions of developed countries for 5 engineers/ professionals

Domestic Training: 1500 man-days’ training for 100 engineers and other BBA/PIU professionals on the above topics
